A Taxonomy for the Financing of Health for All

Bulletin of the World Health OrganizationThis paper presents a novel approach to improving access to essential medicines in low- and middle-income countries. The authors propose a global pooled procurement mechanism to leverage economies of scale and reduce prices. Key components include a pooled demand forecast, centralized tendering, and equitable allocation of supplies. Simulations suggest this could reduce essential medicines' prices by 25-50%. Successful implementation requires political commitment, sustainable financing, and robust governance. The authors conclude that a global pooled procurement mechanism is a promising strategy to improve access to essential medicines and achieve universal health coverage.
