International Labour OrganizationThis report is one of the outcomes of the large-scale project “Effective Governance of Labour Migration and its Skill Dimensions” implemented in Ukraine and Moldova during 1 March 2011–31 December 2013 by the International Labour Organization (ILO) together with Moldovan and Ukrainian constituents and its partners, the International Organization for Migration (IOM) and the World Bank (WB). The project is a part of the European Union’s thematic programme of cooperation with third countries in the areas of migration and asylum. It is funded by the European Union and co-funded by the ILO and IOM. The project aims at strengthening Moldova’s and Ukraine’s capacity to regulate labour migration and promote sustainable return, with a particular focus on enhancing human resources and preventing skills waste. It also seeks to contribute to the development and effective implementation of rights-based migration policies and programmes, in line with the ILO labour standards (Conventions 97 and 143) and the principles and guidelines of the ILO Multilateral Framework on Labour Migration. With a view to achieving the overall objective, the project is designed to attain four independent yet complementary specific objectives, along the following components:
