Several months ago, the parliament cancelled the non-competitive admission to universities in Ukraine. However, the parliament has recently restored it as it introduced admission quotas for school leavers from the occupied territories, ATO participants etc. While this is a justified way of attracting prospective students from the Crimea and the occupied territories of Donbas, which have not studied in line with the Ukrainian curriculum in school, its implementation is quite poor. What are the problems that the new system of quotas and preferential treatment creates?
