Edward Elgar PublishingOpen Government (OG) is an umbrella concept, aligning three interconnected components in its core: transparency; citizen participation and collaboration; and accountability and responsiveness. The concept has been significantly influenced by the new possibilities that the use of digital technologies has opened and the global implementation of OG through the Open Government Partnership. Although decreasing corruption is one of the major goals associated with OG, the research on the link between OG and anti-corruption is fragmented and reflected in the analysis of the OG’s separate components. Empirical case studies suggest that OG can be considered for direct or indirect anti-corruption measures. Also, anti-corruption policymaking, including development and implementation of national anti-corruption strategies and action plans, is increasingly becoming an OG subject.
